Answer (1 of 10): I believe the question should be about the strong Devil fruit users, not strongest. In One Piece universe, all characters will be strong equally to their level (troops, commander, fleet commander, navy, Yonko,etc…). Oda hasn’t shown anyone seems to be a strongest devil fruit use
